Pakistani Taliban implicated in alleged Ottawa terror plot
OTTAWA — The Pakistani Taliban, which claimed responsibility for May’s failed Times Square bombing, is now implicated in the alleged jihadist scheme to bomb Ottawa.
News of the possible connection came as the United States Wednesday formally listed the group, Tehreek-e-Taliban Pakistan (TTP), as an outlawed terrorist organization. As well, TTP leader Hakimullah Mehsud was charged by the U.S. Justice Department Wednesday for his alleged role in the murders of seven Americans at a CIA base in Afghanistan in December.
The moves coincide with a report in the Daily Times of Pakistan suggesting an “intense investigation” is underway there to determine whether TTP had a hand in the supposed plan to attack sites here — possibly including Parliament Hill — with improvised explosive devices.
The report was based on statements from an unnamed western diplomat and two officials in the ministry of the interior. TTP spokesman Azam Tariq refused to confirm or deny the group’s involvement.
“We support anyone who would fight the infidels,” he told the Daily Times.
About 13 disparate Pakistani militant groups came together in 2007 under the umbrella of TTP, which occupies the tribal lands along the northwest border with Afghanistan. Its objectives include a defensive jihad against the Pakistani army, enforcement of Islamic Shariah law, and pressing a war with NATO forces in Afghanistan.
This spring’s botched New York City bombing signalled a new global ambition to strike the “far enemy” in North American and Western Europe.
Allied with al-Qaida in northwest Waziristan and the Afghan Taliban, “the threesome share doctrine, they share a view of the far enemy being a relevant target in order to meet their operational objectives, and in this case, the far enemy, by all accounts, does include Canada,” said Martin Rudner, a terrorism expert and professor emeritus with Carleton University. Pakistani investigators are said to be focusing on a man named Muhammad Rehan, a friend of Faisal Shahzad, 30, who pleaded guilty in June to the Times Square incident. Shahzad, a Pakistan-born American, told a New York court he travelled from the U.S. to Pakistan last summer and spent 40 days with TTP preparing to strike a North American target in retaliation for western military missions in Muslim lands.
One of the three Canadians charged in the Project Samossa case, Dr. Khurram Sher, travelled to Pakistan during the 2005 earthquake as part of an aid mission. A Western intelligence source alleged to the Daily Times, “it is where he formed ties with al-Qaida and that is exactly why we need to have a better co-ordination with the Pakistani intelligence services.”
None of the accusations against Sher or his co-accused, Mohammad Alizadeh and Misbahuddin Ahmed, have been tested in a court of law.
The U.S. designation of TTP as a terrorist organization triggers sanctions including an asset freeze and a ban on members travelling to the U.S., and makes it a crime to provide material support to the group. TTP is not named on a similar Canadian government list.
